The assessment of the needs of providing a multi-functional community hub to service a variety of service needs associated with current disability services provided at Rocky Bay, Mosman Park. A full assessment of the following components was included:

- Life skills training and workforce development
- Rehabilitation and assistive therapy
- Child education and development
- Leisure and learning
- Youth and adult therapy
- Health and wellbeing
