To provide the Shire with a full understanding of the community infrastructure necessary to meet the identified leisure, cultural and recreational need for the next twenty years. The process involved:
- mapping and auditing all current infrastructure to determine capability and capacity.
- A detailed consultation process was undertaken including:
- Elected member briefings
- Council Officers workshops
- Community consultation workshops through selected place planning areas
- Targeted consultation sessions related to identified projects.

- Identified need
- Potential partnership
- Funding requirement
- Additional work required
